Iowa Dept. of Education Transitions from EdInfo System to EdPortal After Dec. 31
As was stated in the Department's December School Leader Update, all applications currently available at www.edinfo.state.ia.us will be available only though the Iowa Department of Education Portal after December 31, 2012. EdInfo users with an A&A (Authentication and Authorization) account will be migrated to the portal and will retain access to the same applications as currently available to them. In order to migrate users, the e-mail address on the A&A account must match the email address on a user's EdInfo account. For more information about creating an A&A account or verifying email addresses on the two systems, click here.

UNI's Continuing and Distance Education to Offer Online Master of Arts in Education
University of Northern Iowa's Continuing and Distance Education is accepting applications for its upcoming Professional Development for Teachers cohort degree program, beginning in the fall of 2013 and leading to a Master of Arts in Education degree.
This program is designed to fulfill the professional development needs for classroom teachers and other teaching professionals who wish to deepen their understanding of the teaching and learning process. Students will have a variety of opportunities to develop strategies for implementing innovative practices in the classroom and for thoughtful analysis of issues and problems facing teachers.
"This program is especially well-suited to busy teachers who are interested in a cohort-based master's program that challenges them to expand their expertise in a broad range of educational topics," says program coordinator Michelle Tichy.
This degree will be earned online. Coursework begins in the fall of 2013 using a cohort model in which a group of students moves together through a course sequence, with the degree to be awarded in the summer of 2015. Preparations for August 2013 Online Training System
This past August during the peak season of traffic to our online training system (http://training2.aea11.k12.ia.us), many users experienced a delay in website load time. In fact, a few days saw the average load time for a page at over 30 seconds. The reason for these delays was an unexpected 125% increase in the number of people taking online trainings. In order to make the make the user experience better, we have come up with a series of solutions and recommendations.
Our solutions for 2013
To solve the issue in August 2012, we instituted a “maximum concurrent users = 100” policy. Immediately doing so, the performance level improved to normal. For 2013 we will be keeping a concurrent user cap, but we will be raising it as we make some other changes.
The biggest change we are making is distributing the training system over many different servers. This should allow more processing power for our system. We are also looking at re-optimizing our server software to see if we can minimize the load an individual user has. We will be testing this new environment this winter with some pilot schools. We are confident that we will have a successfully working system next August.
Our recommendations for 2013
While these changes will help, with the additional trainings we will be adding, we could see numbers double again. Therefore, we have some suggestions for districts to make the experience better for their employees.
1. Encourage employees to take trainings earlier. If your district sends out a welcome-back to school letter in July to employees, encourage them then to take the trainings. July is a down time for usage of the server, so the chances of hitting that cap are very small.
2. If you are having staff complete the training in August, avoid the heavy usage dates. To the right, you can see our projected usage chart for next August, the darker the color, the heavier the usage.
3. Avoid having your entire staff take the training at once. While this practice might be very convenient for the planning of pre-service days, it also greatly enhances your chances of hitting the cap, meaning some will be logged into the site and some will not. Plus, all the individuals from your school accessing the same training could impact your own district bandwidth, slowing down the experience as well.
4. Target district inservice days. Waiting until your first early-out can save a lot of frustration for your teachers. Do take note that many districts use Martin Luther King, Jr. Day as an inservice day, and we see a spike of usage on that day as well.

Reminder: Clarification on Home Language Survey Usage
We have received guidance from Dr. Jobi Lawrence, Director of Title III and Education Consultant at the Iowa Department of Education, regarding the use of the Home Language Survey. Please see below for the message.
Please be advised regarding the current use of the Home Language Survey for all students. Based on guidance from our Title III program officer, until further notice, school districts are to provide the Home Language Survey as a hard copy in its full form to new enrollees and maintain that paper copy in a student folder. This form is located on www.TransAct.com and is identified as Form A. This will allow access to the form in 23 languages.
In light of the upcoming Title III visit to Iowa next year, we will want to maintain this practice. We will provide updated information as it becomes available.

If any sessions need to be canceled due to inclement weather, January 24 from 10:00 a.m.-12:00 p.m. will be the make up time. Sessions will be archived so if you are unable to view them at the scheduled times they will be available.

AEAs Enter New Compact with Iowa Schools and the Department of Education
Each of Iowa’s nine AEAs serves the special and unique needs of schools and children in a particular area of the state. Although there is still a need for support at the regional level, response to a 2011 legislative study and two consecutive years of $20 million budget reductions in state AEA funding have given reason for the AEAs to formalize a more system-wide mission and approach.
Last school year, the leadership from the AEAs worked with the leadership from the Iowa Department of Education (DE) to define and strengthen the relationship between the AEA system and the DE. Building upon this collaborative work, the AEA chief administrators drafted a document entitled A New Compact with Iowa Schools and the Department of Education.
This document announces a new, bold statement for AEA system co-ownership of student results and outlines a new direction in terms of accountability for Iowa’s AEAs. The document also is a statement of leadership for educational reform and is intended to be a vehicle for AEAs to be proactive and focused on student learning.
The unified AEA Board of Directors and each of the nine individual AEA Boards have endorsed the Compact. Throughout this month the Compact is being shared with staff in the AEA system, staff in the DE, state elected officials and local school administrators and staff.
The Compact identifies the commitment of the AEAs to work collaboratively to achieve one overarching goal:
By 2018 every child who graduates from an Iowa PK-12 public or non-public accredited school will be prepared for success in post-secondary studies, a career and citizenship.
Progress toward this overarching goal will be monitored through the use of a “vital few” or key measures (immediate focus will be on measures 1 and 2):
1. Every Iowa child will be proficient in reading by the end of third grade.
2. The learning gaps between students with IEPs and those without and for those students in disaggregated sub-groups will be reduced by half by 2018.
3. A numeracy goal will be determined after sufficient progress has been made in reaching the literacy goal identified above.
4. A post-secondary readiness goal will be established by 2014 that most accurately identifies and tracks post-secondary success.

Heartland AEA’s mission is to provide services and leadership to improve the learning outcomes of all children in central Iowa. An audience we sometimes have trouble connecting with as an Agency is parents. Parents are a child’s first teacher and should be actively involved in their child’s education. We’d like to partner with our schools to help inform parents of tools, such as our online databases, that are available for their children and can be used for homework help.
Throughout the year, we will create a series of releases about digital resources provided through the school and made possible by Heartland AEA. To make it more meaningful for parents, the releases can be personalized by including photos of students using the resources and testimonials of how students and educators have used them. The first of these releases is about ebooks and can be found here.

Heartland AEA Now Offering Pick Up of Computer Equipment For Recycling
School districts are buying more and more computers, which means that the need for computer recycling is rapidly growing. While there are many options available to districts, one to consider is free through Goodwill Industries of Central Iowa. Goodwill will accept the following:
● Computers and computer parts (desktop and laptop)
● CRT and LCD monitors and terminals
● Printers and scanners
● Keyboards, mice, speakers and other peripherals
● Cords and cables
● Ink and toner cartridges
● Computer software, floppies and magnetic media
● Computer batteries and battery backups
● Hard drives, optical drives and floppy drives (external or internal)
● Internal computer components (motherboards, power supplies, etc.)
● All other computer-related electronics (networking equipment, web cameras, etc.)
This equipment can be dropped off at the Goodwill warehouse at 4900 NE 22nd Street in Des Moines or you can contact Dave Parr, Goodwill of Central Iowa Vice President for Operations, for more information about pickup options. He can be reached by phone at (515) 265-5323 or by email at davep@dmgoodwill.org.
(NOTE: The Goodwill office that covers central Iowa covers most, but not all, of the Heartland AEA area. For the Carroll and Guthrie Center areas, the same service is available via Goodwill’s Sioux City and Council Bluffs offices.)
If you have small numbers of computers to recycle, Heartland AEA will pick those computers up as part of our regular van service. We will use Goodwill to recycle this equipment, so the van drivers will use Goodwill’s above list of approved items when making a pickup. Place the items to be recycled in the same location that Heartland AEA picks up and drops off other materials. Print off and attach the Heartland AEA “Recycle Me” sheets to each of the items. (Tech Coordinators will be provided a pdf of the “Recycle Me” sheet.) The items will not be taken unless they have the official “Recycle Me” sheets attached to them.
Please place no more than 5 items out at a time. (Smaller components in one box would count as 1 item.) Please keep in mind that depending on what other districts have recycled, it may take a few van runs before we are able to collect those 5 items. Once those 5 items have been picked up, you can set out 5 more.
This is our first attempt at providing a service like this to our schools, so please have patience as we work to make it beneficial for schools. U.S. Senate Youth Program Selects Local High School Delegate
The Iowa Department of Education wishes to congratulate two outstanding students selected to represent Iowa at the 51st U.S. Senate Youth Program in Washington, D.C. March 9-16, 2013. The program is merit-based and highly competitive. The two delegates are Syed Umar Farooq, a senior from Gilbert High School and Cormac Broeg, a senior at Williamsburg High School. Clarification on Home Language Survey Usage
We have received recent guidance from Dr. Jobi Lawrence, Director of Title III and Education Consultant at the Iowa Department of Education, regarding the use of the Home Language Survey. Please see below for the message.
Please be advised regarding the current use of the Home Language Survey for all students. Based on guidance from our Title III program officer, until further notice, school districts are to provide the Home Language Survey as a hard copy in its full form to new enrollees and maintain that paper copy in a student folder. This form is located on www.TransAct.com and is identified as Form A. This will allow access to the form in 23 languages.
In light of the upcoming Title III visit to Iowa next year, we will want to maintain this practice. We will provide updated information as it becomes available.

Online Literacy Coaching Certificate Through Iowa State University
The School of Education at Iowa State University is now accepting applications for the Online Literacy Coaching Certificate program that starts this summer. This 17-credits, totally online program is designed to prepare classroom teachers, instructional leaders and other school personnel to serve in literacy leadership roles with the goal of improving teacher practices and student achievement in diverse Pre K-12 school settings.
It is a unique opportunity to develop deep expertise in literacy research, policy, practice and leadership skills. The admission process is limited.

Phyllis Yager Memorial Diversity Teaching Award
Phyllis Yager received a Master of Arts in 1953 and a doctorate in 1983 from the UI. She is the late wife of Science Education Professor Emeritus Robert E. Yager, who also received a Master of Arts in 1953 and a doctorate in 1957 from Iowa. Phyllis Yager devoted her career to advocating multicultural opportunities and gender-affirming activities through her work as a teacher in the Iowa City School District and later as a consultant to the Grant Wood Area Education Agency.

Reminder: ESL Advisory/Networking Meeting, Dec. 4

Districts Invited to Participate in Smarter Balanced Assessment Consortium Pilot
Smarter Balanced Assessment Consortium is inviting schools to participate in the Pilot Test to be administered this spring in grades 3-11. The Pilot Test will be a computer-based administration in the content areas of English language arts/literacy (ELA) and mathematics. Items are aligned to the Common Core State Standards and will include selected response, constructed response and performance tasks. All schools that volunteer will have the opportunity to experience the basic functionality of the system. Approximately 10% of the volunteering schools will be selected for the "scientific" study that will yield critical data about the test items and functionality of the online system. Scientifically selected schools will be offered specific in-depth test administration training in the form of webinars and training modules and will be assigned a specific two-week window within the pilot test window to test their students.

Heartland AEA will once again be hosting school budget workshops for public school district administrators. As we did last year, the workshop days will be split into two sessions, morning and afternoon. The morning sessions are reserved for new managers or those who have less experience. The afternoon sessions are reserved for those who do not need as much assistance. Please choose which day works best in your schedule and which session would best fit your abilities. Below are the dates and session times and descriptions.
All sessions will be held in the computer lab at the Heartland AEA Johnston Regional Education Center (6500 Corporate Drive, Johnston) and will be facilitated by Larry Sigel and Margaret Buckton of Iowa School Finance Information Services.
Morning Sessions - New Budget Managers
Morning sessions will run from 9:00 a.m. to 12:00 p.m. and are reserved for newer superintendents and business managers that haven't been through the budget process or need a little extra guidance. You are not required to have anything completed prior to attending.

A list of the information and documentation that will be needed to complete your school budget forms for 2013-2014 will be included in your confirmation letter. Please bring a USB flash drive to save your work, and a hand-held calculator (minimum 14 digits) is optional. It is encouraged that both the superintendent and business manager/board secretary attend the workshop.

The Iowa Department of Public Health (IDPH) is currently working with a federal grant for Traumatic Brain Injury. The Governor’s Advisory Council on Brain Injuries and partners at the Brain Injury Alliance of Iowa and the Iowa Department of Education have put together a series of free webinars for teachers, school staff, school coaches and AEA staff.
The second webinar, Concussion: Return to Learn, is scheduled for December 4 at 3:45 p.m. It will be presented by Leslie Duinink, M.S., Assistant Professor of Exercise Science, at Central College in Pella. She will discuss strategies to help kids return to the classroom after concussion.

DIBELS Import to HEART
Within the next few days a new import process will be available in HEART for data from the DIBELS Data System. The DIBELS Data System will soon discontinue the existing export for DIBELS data. The new import will be able to read DIBELS-6, DIBELS Next and EasyCBM Math data stored in the DIBELS Data System. In order to have the best quality data, it will be important to do some additional setup and cleanup work inside the DIBELS Data System. Directions for this process can be found on the what’s new page of the HEART manual.

In partnership with Ernst and Young, the Jacobson Institute is hosting a Quick Pitch Biz Competition. The competition is open to any Iowa high school student(s) with an existing business or a business idea.
Deadline to submit the Application and one-page Executive Summary is Friday, November 30, 2012.

Professional Development Catalog to be Upgraded Nov. 10
The system used to run our Professional Development catalog will be undergoing upgrades on Saturday, November 10 beginning at noon. During this time, users will be unable to register for classes, the instructor center will be temporarily unavailable and the mandatory trainings site will not complete. Teacher of the Year to Speak about New PARCC and Smarter Balanced Sample Assessment Items
The Council of Chief State School Officers (CCSSO) will be hosting a webinar with 2012 National Teacher of the Year, Rebecca Mieliwocki, on the recently released Partnership for Readiness for College and Career (PARCC) and Smarter Balanced sample assessment items in English language arts. Ms. Mieliwocki, a seventh grade English teacher, will offer her reactions and guidance to fellow teachers on what the new assessment items can illustrate about the Common Core State Standards and accompanying assessments that their students will be experiencing soon. After discussing select sample assessment items from PARCC and Smarter Balanced, Ms. Mieliwocki will offer suggestions for teachers on how they individually and in collaborative conversations with their peers can reflect on implications for their teaching practice and for state education agency staff regarding their role in supporting educators to have these rich discussions.

UNI to Offer Online Master of Arts in Physical Education

The University of Northern Iowa will offer a master's program for physical education majors and teachers that can be completed entirely online. The 30-credit-hour cohort program, the only of its kind in the state of Iowa, will begin spring 2013 and will take five consecutive semesters to complete. Applications are now being accepted, with full consideration given for applications completed by November 15.
The Master of Arts in Physical Education will link practice to theory in areas including motor learning/behavior, curriculum development, effective teaching and sport psychology for pre-K through high school physical education teachers and coaches.
Coursework is offered using eLearning, a Blackboard learning management system which requires Internet access and Adobe Connect, a desktop video conferencing system. During fall and spring semesters, courses are scheduled back-to-back in eight-week modules with meetings via Adobe Connect on select Monday evenings from 6:00-9:00 p.m. Summer sessions may meet more frequently through Adobe Connect.

Save the Date for School Budget Workshops, Feb. 1, 15 & March 6
Every winter, Heartland AEA invites the Iowa School Finance Information Services (ISFIS) to facilitate budget workshops for superintendents and business managers. The 2013 workshops will be held on February 1, 15 and March 6, 2013. Below are the workshop formats.
The first session from 9:00 a.m. to 12:00 p.m. will be for newer superintendents and business managers that haven't been through the budget process, have different financial situations or just need a little extra assistance.
The second session from 1:00 to 4:00 p.m. will be geared towards superintendents and business managers that have been through the budget process before who want to get in and out and do not anticipate needing much one-on-one help. To attend this session, you must complete the following worksheets BEFORE the session: FY12 Worksheet 1 and Worksheet 2 AND FY13 Re-estimated Worksheet 1 and Worksheet 2.

EdInsight Cube training is limited to
participants who have already been trained on EdInsight "canned
reports." In this session we will learn how to use the analysis studio
or "cube" reporting tools in EdInsight. This part of EdInsight is more
complicated to use than the basic reports but has more powerful
capabilities. It is helpful but not required to have some background in
data analysis, including experience with Excel Pivot Tables or SPSS.

UNI to Offer Advanced Studies Certificate in Superintendency Program
The University of Northern Iowa's Department of Educational Leadership & Postsecondary Education is accepting applications through November 15 for the Advanced Studies Certificate in Superintendency Program. Twenty percent of students in the past two superintendency cohort groups secured jobs requiring a superintendent's license before the program was over. Scheduled to begin in spring 2013, the program can be completed from a distance in two years by participating in eight courses and extensive internship experiences.
Offered in conjunction with UNI's Continuing & Distance Education, the program is designed for individuals seeking endorsement in the state of Iowa as a superintendent. More than 30 percent of new superintendents hired in Iowa over the past two years are UNI graduates. This performance-based program is unique in that it minimizes student class time and maximizes skill development while working with a mentor.
Many courses include an online component, and summer sessions may include some classes on the UNI campus. The program is organized as a cohort, where students will study with the same group of adult learners. Through this program, students may also be able to apply for the doctoral program and apply the units of credit toward the doctoral degree. Graduates from the program have access to a network of professionals who can help in the critical first years as a superintendent.

Tom Lane Named SAI Iowa Superintendent of the Year
Kudos to Tom Lane, superintendent of the Carlisle Community School District, who was recently named the 2012-13 Iowa Superintendent of the Year by the School Administrators of Iowa. Lane was nominated by his peers and selected for the award by a committee of Iowa superintendents. Lane will be honored at a governor’s awards ceremony in late spring and at SAI’s awards banquet next August. He will also represent Iowa in the National Superintendent of the Year Program, sponsored by the American Association of School Administrators.

StandardsInsight Tool Now Available
All school districts now have access to the StandardsInsight Tool, which was developed to provide an in-depth look into the Common Core State Standards. The tool “unpacks” the standards into several categories and has also been adjusted to reflect the Iowa Core Standards. StandardInsights is available thanks to a partnership between the Iowa Department of Education and the Mid-Iowa School Improvement Consortium (MISIC).
A webinar has been developed to provide information on how to access the Standards Insight Tool. Districts/schools were to identify administrators who will view this initial webinar, as it gives information about how to set up an account for your district/school. http://misiciowa.org/StandardsInsight.html
A second webinar for teachers is also available; this webinar includes information about how teachers can access the district’s account to enter grade level/course specific information about each of the standards. In order for your teachers to have access, you will need to make sure that you have registered your district and set up accounts for your staff.
Note: The Department of Education has had recent feedback about difficulty and confusion regarding district account set-up and access. We expect further information from the Department soon to help address those technical difficulties.

Addendum Window for the Microsoft CyPres Program
October is the window for making this years addendum to the Microsoft CyPres Settlement application. The window closes October 31, 2012. Changes can be made to the hardware, software, and teaching strategies sections to reflect what the school will be doing this school year. Students Can Participate in the Stop Bullying Challenge
October is Bullying Prevention Month and www.stopbullying.gov is challenging your students to create a “Stop Bullying Video.” This challenge invites youth ages 13-18 to create a 30 to 60 second video that will inform and motivate youth to prevent bullying, and that promotes an environment where kindness and respect for others matters.
If your students participate in this challenge send us a copy of your video to comms@aea11.k12.ia.us to be featured on our Facebook page!

Reminder: Multi-tiered Systems of Cultural and Linguistic Support for ELLs
Come for an exciting two days of learning with ESL bilingual expert Cristina Sanchez-Lopez on October 12 and 13, 2012 at the Zion Lutheran Church in Des Moines. The workshop will provide guidance to those interested in designing more culturally and linguistically responsive multi-tiered systems of support (including RtI) for all their students with a special focus on ELLs. K-12 classroom and special education/ESL teachers and administrators, internal consultants and practitioners working with ELLs or special education students are encouraged to attend.

Level 1 Investigator Training Correction
AEA PD Online received some questions about the initial message that was sent out about Level 1 Training. In last week’s Administrator Connection, it stated that the "board-appointed Level I Investigator and at least one alternate are to be posted with their phone numbers in every room of the building." This was text that had been sent out by Carol Greta in the past, and until this year, we had not heard back from school districts on the discrepancy.
However, in the blue book itself, it states:
102.5(3) Annually publish the names or positions and telephone numbers or other contact information of the designated investigator and alternate:
a. In the student handbook,
b. In a local newspaper of general circulation, and
c. Prominently post the same information in all buildings operated by the school authorities.
This is the information that is shared in the training itself. We will amend future informational emails/messages to change "every room of the building" to "every building."
