Interruption in Network Services Over Winter Break Anticipated

During winter break, the IT department will be moving our Internet connection and our key servers to LightEdge, a state-of-the-art data center in Altoona. We hope to minimize down time for key services, but there will be some outages on Dec. 29 as our Internet connection and services are moved.

Assuming the weather cooperates, and the move goes as planned, the interruptions in key services such as the employee dashboard, universal registration, Moodle and agency phones/voicemail will be limited to the 29th. Access to Google and the agency website will be unaffected by this change. If there are changes in this timeline, we will provide further updates via email and the website.

Thanks for your understanding and patience as we complete this major relocation of services.

For more information, contact Lance Wilhelm, Director of Technology, at (800) 362-2720.

Message from the Chief Administrator: Update on the Status of the Elementary and Secondary Education Act Reauthorization

Many of you are aware that that Elementary and Secondary Education Act (ESEA-sometimes referred to as No Child Left Behind) is finally moving through Congress and appears to be on a path for reauthorization by the end of the year.

I encourage you to read this update from Noelle Ellerson (AASA/AESA) and to contact members of the Iowa delegation to urge passage of the bill yet this year. While the final bill language is still unknown and there will likely be elements that are less favorable than we would like, it is a significant improvement over the current federal law.

State Board of Education Acts on SBAC Rules

The State Board of Education voted unanimously to adopt administrative rules (IAC 281.12) that implement the Smarter Balanced Assessments as Iowa’s state accountability assessments beginning in May 2017. It’s important to note that the rules are subject to review by the Legislature’s Administrative Rules Review Committee before they can take effect.

The Board filed notice of intended action to amend the administrative rule in September. The proposed rules were then published in the Administrative Rules Bulletin in October and a process of public input concluded in early November. The next step is a second review by the Administrative Rules Review Committee on a date that has not yet been determined.

To help navigate the process and the rules, please read the FAQ and Talking Points provided by the Department.

Students Encouraged to Enter Library of Congress Reading & Writing Contest

Letters About Literature (LAL) is a reading/writing contest sponsored by the Library of Congress that challenges students in grades 4 through 12 to become independent readers. Young readers respond to the work they have read (fiction or nonfiction, a short story, poem, essay or speech) by exploring the personal relationship between themselves, the author, and the work’s characters or themes, and then write a personal letter to an author explaining how that author’s work changed their way of thinking about the world or themselves.

Letters are judged on state and national levels and students are eligible to win cash awards and submission for judging at the national level. Grades 9-12 letters must be postmarked by Dec. 4, 2015 and grades 4-8 must be postmarked by Jan. 11, 2016.

Complete information about the 2016 Letters About Literature program (classroom teaching guide, how LAL helps meet the Iowa Core, entry coupons, judges’ criteria) is available on the Iowa Center for the Book website.

**Please forward this email to language arts, gifted/talented and other teachers in your schools who emphasize reading and writing in their disciplines.

Differentiated Accountability Focuses on Need

Differentiated Accountability is a system designed to replace the former mandate of on-site visits every five years by the Department. The short concept of Differentiated Accountability, or DA, is that site visits are now focused on need. If a district is performing well, it may receive no visit, enabling districts with more needs to receive more coaching. Instead of a prescriptive, top-down list of corrective actions, the school will be an active participant in determining what’s working well, what needs improvement, and how to remedy it.

For more information, visit the Iowa Department of Education website.
