The Heartland AEA Curriculum Network will meet Feb. 7 from 8:30 - 11:30 a.m. at Heartland AEA, 6500 Corporate Drive in Johnston. The agenda includes a variety of updates from the Iowa Department of Education and the AEA system. During the Heartland AEA section of the agenda, Norwalk, Pella and Urbandale schools will be sharing their learning as they work to implement three different instructional frameworks. ClassLink and Heartland AEA will be making it easier for educators and students to use critical AEA applications and resources. Through a new online platform featuring ClassLink’s Single Sign-On functionality, all students and educators across Iowa will easily find and use the AEA’s online professional learning and teaching and learning applications, such as:
- AEA Scout, a new site that houses high-quality digital learning resources
- AEA Professional Learning Registration System
- AEA Learning Online personalized learning system for students
- AEA Learning Online training system
Heartland AEA is excited for the opportunity to work with district technology directors, curriculum directors, teacher librarians and others to help bring this solution to all districts. Today, in fact, district tech directors will receive dedicated learning and implementation support for ClassLink during their networking meeting with Heartland AEA. If you haven’t already, make sure you talk with your tech director to learn how the ClassLink solution can help to increase classroom productivity and positively impact student learning outcomes. The Iowa Department of Education is hosting a town hall on Feb. 6 to gather public input on Iowa’s state plan to meet the requirements of the federal Strengthening Career and Technical Education for the 21st Century Act, commonly referred to as Perkins V.
This federal law reauthorizes the Carl D. Perkins Career and Technical Education Act of 2006, which provides support for secondary and community college career and technical education (CTE) programs in all 50 states and U.S. territories. CTE programs increase student engagement through the integration of technical and academic skills in hands-on, real-world learning experiences. Perkins V represents an important opportunity to expand opportunities for every student to explore, choose and follow CTE programs of study and career pathways to earn credentials of value.
The town hall meeting is a great way for school administrators, faculty, students and the public to learn about Iowa’s state plan, get questions answered and to provide valuable feedback. Comments will be considered in the final state plan, which will be presented to Gov. Kim Reynolds for approval prior to submission to the U.S. Department of Education in April.

At the Jan. 31 Tech Director’s meeting at Heartland AEA in Johnston, Evan Abbey, the Program Director for AEA Learning Online, will provide a learning session on ClassLink. He will stay after his presentation for a working lunch to answer questions about ClassLink and its implementation in your district. He can even assist you in getting your district connected with ClassLink if you are not currently setup (you will need the Google Administration for your district if you wish to do this).

The Iowa Governor’s STEM Advisory Council is offering 13 exemplary STEM programs to provide high-quality STEM education offerings to schools, afterschool programs and other settings for grades pre-K through 12 throughout the state.
The 2020-21 STEM Scale-Up Programs range from building robots and coding programs to conducting agricultural field experiences and learning about STEM careers. Iowa’s AEAs bestow three awards annually to outstanding candidates for their contributions to education and the work of Iowa’s AEAs. To submit a nomination, complete this application by Feb. 14, 2020. Anyone is welcome to submit a nomination.
Awards will be presented during the annual Iowa’s AEAs Boards of Directors’ Conference and the ceremony will be held at 6:30 p.m. on March 26, 2020 at the Hilton Garden Inn in Johnston.
The three awards and criteria can be found in this document. Each nomination should include examples of why your nominee should receive the award.
This professional learning will focus on teaching strategies and content knowledge that are universal across science instruction: facilitating instructional routines, building background knowledge, and helping teachers shift their instructional practices toward three-dimensional learning and student sense-making. The teaching and learning experiences will utilize a free curriculum piloted and vetted in Iowa called OpenSciEd, but the adoption of this curriculum is not necessary to attend the PD.

The lessons and standards in this professional learning opportunity are specific to middle school. However, the content knowledge and pedagogical strategies would be useful for teachers from late elementary to early high school.
We are looking to adopt middle school science materials.
OpenSciEd materials are:
- designed and aligned to the Framework and NGSS
- based on research regarding how students learn, what motivates learning, and the implications for teaching;
- developed with educators and extensively tested by teachers and schools
- designed to be used with low-cost, standard laboratory equipment and materials amenable to large-scale deployment
We’ve already adopted curriculum materials but we want to improve instruction in our classrooms.
Professional development helps teachers to:
- support coherence from the student perspective
- support equitable and just science instruction for ALL students
- develop and use DCIs, SEPs, and CCCs in meaningful ways to build understanding of phenomena
- support student sensemaking
- use instructional routines (anchoring phenomena, navigation/connected investigations, putting the pieces together, problematizing) to support coherent student learning

While IEP teams are not required to use agendas for IEP meetings, there are many reasons why using a shared agenda would be useful, including:
- Helping the facilitator prepare for the meeting
- Ensuring all required topics are covered
- Encouraging attendee participation
- Helping with the flow of conversation to keep meetings efficient and timely
To that end, a new IEP meeting agenda tool has been created that follows the flow of the Iowa IEP and addresses the required components of an IEP.
Two different agenda samples are being provided.
Agenda 1: Is a customized agenda for the IEP meeting facilitator. The facilitator’s agenda includes specific discussion points such as setting the meeting purpose given the type of meeting occurring and actions to occur at the conclusion of the meeting.
Agenda 2: Is a team agenda for use by all members. It is important the facilitator consider the priorities of the team and age of the student when setting the order of agenda items.
While the use of an agenda at IEP meetings is encouraged, we want to remind you that this tool is optional for use. If you have any questions, contact Sara Mercer, Heartland AEA Special Education Supervisor.

The Nonviolent Crisis Intervention Program, developed by the Crisis Prevention Institute (CPI), is a one-day training that provides an opportunity for educators to obtain initial certification in CPI's "Nonviolent Crisis Intervention" program or renewal certification for individuals who are not eligible for the recertification training. Participants will receive an introduction to crisis prevention focusing on non-physical strategies, including non-verbal, para-verbal and verbal techniques that can be used to assist in de-escalating behavior.

Recently, there have been reports of continued slowness, login problems, error messages and other issues associated with the web IEP system. As of late we have been made aware of IEP archiving errors. Due to this, school districts and AEA staff may find an IEP that has not archived as a complete document. We have received information from Central Processing Center stating they are actively seeking to correct these issues. We have been informed archiving errors should be corrected in the near future. Also, additional programmers have been hired to improve the functioning of the current system. We recognize your frustrations and appreciate your continued patience while they work to address these statewide concerns.
Recently, a range of questions and requests regarding sensory processing and other sensory terminology have been brought to the attention of educational-based occupational therapists from school staff, outside agencies, medical practitioners and families. Therefore, a work team from the Iowa’s AEAs Occupational Therapist Statewide Leadership group met to review research and clarify sensory terminology and to develop a position paper on the use of sensory practices in the educational setting.
The position paper, Sensory Terminology and Evidence-Based Practices for the Educational Occupational Therapist, applies to school-age (three to 21) special education services supported by AEA occupational therapists, special education staff, school administration, other educators and families. The purpose of the paper, based on the review of research, is to clarify the role of the educational occupational therapist as well as sensory terminology, definitions and conclusions for services provided in the educational setting.
Special acknowledgment goes to the Iowa’s AEAs Occupational Therapist Work Team who developed the paper:

Tammy Heflebower, Ed.D., will focus primarily on the creation of proficiency scales and their place in the broader, upfront work of deconstructing standards and the understanding and development of aligned assessments. Dr. Heflebower will speak of how proficiency scales fit into the instructional cycle and into the learning partnership between teacher and students. The work of creating proficiency scales is a seismic shift from our past practices of using a 100-point grading scale which converts points given to percentages.
